In development since late 2010, the Technology Launch Center (TLC) concept is to serve as a catalyst for growing technology and life sciences companies, bringing needed capital and investments to support job creation as well as the economic development of the region.
TLC is Washington’s answer to create community capacity to achieve and sustain the establishment, growth and fast track to success of information technology companies. Truly an economic hub providing on premise access to a multitude of services delivered through third party providers, the proposed TLC would be the largest flexible business park and office facility for growing technology companies in the US. Including facility space, flexible leases, shared use of common office equipment, direct business assistance and guidance, mentoring, networking to capital, and a host of other technical, business and administrative resources TLC is the center for entrepreneurship.

In their study of Public/Private Business Incubator project (for the U.S. EDA - Construction Grants Program Impact Assessment Report) s Grant Thornton has demonstrated that business incubators produces new jobs at a low cost to the government.
Similarly, in a Kauffman foundation report it was found that “US job growth is driven entirely by startups” (http://bit.ly/1200JobGrowth), identifying that innovative industries support 42% of all jobs, accounting for over 1.2MM direct and related jobs

Job Creation

- Provide up to 20 times more jobs than community infrastructure projects (e.g. water and sewer projects)
- At a federal cost per job of between $126 and $144, compared with between $744 and $6,972 for other infrastructure projects.
- For every $10,000 in EDA funds invested in business incubation programs, an estimated 47 to 69 local jobs are generated.
